Age 65, died Wednesday, October 30, 2013 at her home in Chelsea. She was born March 28, 1948 in Elizabethton, TN, the daughter of Fred M. & Iva “Ruth” (Huskins) Lipford.
Penny graduated from Belleville High School in 1966. On Nov. 21, 1969, she married John P. Budinger, and he survives
. Other survivors include her mother of Ypsilanti; two daughters, Angela (Andy) McKinley of Chelsea, Michelle Cabrera of Ypsilanti; one son, Michael (Kelly) Budinger of Avon, Ohio; a brother, Tony (Jo) Lipford, two sisters, Margaret “Pat” (Dan) Harju, Patricia (Nancy) Lipford; and 7 grandchildren, Zachary & Katelyn McKinley, Allison & Vincent Cabrera, Jack, Teddy & Joseph Budinger. She was preceded in death by two brothers, Fred Jr. & Tommie, and her father. She was a terrific mother and grandmother. Penny loved attending their sporting and musical events. She helped care for her mother for many years. She worked at the Holiday Inn on North Campus for 30 years as a banquet supervisor. Penny enjoyed gardening, cooking and spending time with the family at the cottage.
The family received friends on Friday, Nov 1 from 3:00 - 7:00 pm at Cole Funeral Chapel, Chelsea, with a service starting at 7:00pm and Deacon Dick Shaneyfelt officiating.
